[Bug]Embargo helping you?

here is something interesting that I found

the first is a planet of mine that has no infrastructure up

the second is  the same planet with an enemy Sova using Embargo

it seems that the Embargo helps you at this point (admittedly a rare point) just thought people would like to know

HA!  Excellent!  It seems that if your income is negative, the sova will steal your negative income!

Add this to the list of bugs.
