Roll up/down feature not working in Windows 7 Explorer windows

Is this a bug or a feature? It used to happen with Internet Explorer, but now it happens with every window. If you try the roll/up action, you get a menu, then when you left click on the title bar, the window rolls up. Roll down works the same.
