Though I have Galciv 2, my brother purchased the full pack a while ago.
And I was wondering is it possible and legal for me to play with it too on my comp?
Is it possible to play at the same time?
The license is registered to the user, not the hardware like other publishers do. While it may be possible for you to install it on your comp you wouldn't be able to update it. Also, it's not anywhere close to being legal.
Allot of older games used to licence you up to three installs from the one game disk for multiplayer purposes, but no more these days, game companies are getting too greedy. However I would trust Stardock would not be stingy like that and licence you for 3 installs if it was a multiplayer game, but it is not!
Other than that, check the copywright laws in your country.
Yes, i'm afraid it's not. 
it's important to, as said, to check the copyright laws. . as it is very difficult to be violating them.
