can't choose any race other then terrans?

I reinstalled windows on my pc, redownloaded gal civ 2 + all epansions via impulse and wanted to play it again today.  So I create a new custom game, get to the point where I am supposed to pick a race and every single one is blacked up and unclickable except for terrans?  Any idea what the problem is here?  Thanks in advance!!

On the first page of set up, under the map selection there is a scenario selection. Make sure this is set to "normal" - the other selections are generally single-race limited. Some even have victory condition limits.
