Is "Ladder" rank supposed to include custom games?

As the title says, is the ladder rank on player stats supposed to count Custom Games or just Skirmish and Pantheon. At the moment it counts Custom, and I assumed that was something that would be addressed with the 1.1 reset. Is this working as intended?
