Building capitols on resources

Do special resources improve the benefits of capitols? for Example should I build a manufacturing capitol on a mineral deposit?

Only partially correct. ;)  Do not do this with the manufacturing capital or tech capital, but the Political Capital will benefit from either a morale or influence resource.

And that is only due to the way Influence and Morale are calculated.  The reasons Research/Manufacturing capitals (or any other % based building for them) don't work is that their tiles only multiply a number, not a %.  Whereas Morale and Influence are completely % based and thus their tiles will recocognize the % on the building.

So, let me be sure I understand this!

Build the Political Capital on an Influence (or a Morale) bonus tile and it doubles the Influence (or Morale) effect of the improvement?

Does this apply to the Secret Police Center?
