Noob Question - is there a command to wake up a ship when it regains full health?
Let's say I've got a ship at 3/20 or something.
Can I put it to sleep and have it wake up once it reaches 20/20 some how?

Nope. I have been asking for new commands for a while. I would like to have a "Fortify" command, but I haven't been very lucky.
I was hoping there was because it would be nice to have. Another question I have is where does a ship have to be for it to be repaired? How long does it take and is there any way to make it repair faster?
Ships will self repair anywhere, but they will do so much faster when in orbit on a planet. Repair time varies considerably, but are generally proportional to the number of HP the ship is missing. Repair rates can change due to anomalies, a trade good, etc, but a ship missing 20 points will finish repairing itself twice as fast as one missing 40 points.
Repairs are usually free, but if you have a seriously damaged ship it can often be worthwhile to upgrade it. Build a second design that is essentially the same ship, and upgrade the damaged ship to the alternate design and you get a 1 turn complete repair (upgrae time may vary, depending on where the ship is).
It would be nice to have. Willy's answer, as always, is correct. There is a wonder you can build "Micro Repair Bots", which will increase the repair rate. My experience is to build superior ships in numbers and not worry about repairs. There are exceptions.
Staying or passing within range of Military Base(s) with the "ship repair" module will also increase such rate -- combat experience is worth accumulating.
I got the 'never leave ships in orbit' habit from Mumblefratz. If you normally don't leave ships in orbit, seeing them there is a reminder to check and see if they've finished repairing.
It's not nearly as handy as a wake-when-fully-repaired command would be, but it's a lot easier to check colonies with ships in orbit than it is to check all your sentry- or guard-mode ships.
I either upgrade or send the ship on very long trips. When the autopilot runs out, check it and send it back. Repeat as necessary. This moves the ship out of position so it can't be used for some time, but if the ship was ready to be used you wouldn't be trying to do something like this.
