Building where there is no colonizable planet

I could use some advice. I've not had this game long, and I've run through the tutorials but I just can't figure out how to build extractors in sectors where there is no colonizable. I would have thought you could send a construction ship but they cant phase jump. Any help will be much appreciated.

Colony Frigate for TEC and Advent. Scouts for Vasari. Those 3 ships have the ability to capture those extractors.
