Relations are close, but can't create alliance?

I'm playing a custom game on a huge map and the Thalans have created a nice sized power-bloc with the Torians and Arceans and I'm starting to worry that something might be in store for me, since I'm evil. Now, I have 'close' relations with the Korx, and friendly with another, but for some reason I don't have the alliance option, but I am trading and have treaties the two mentioned before. What can I do to make them like me more? Just bribe them a lot?

Chances are the civs you want to ally with don't yet have the tech. Give/sell them the tech and you should be able to form an alliance when relations reach "close".

If you want things to happen quickly, follow a gift or trade for the Alliances tech with an offer of an alliance treaty before you close out of the diplo dialog box. Otherwise, you'll need to wait some turns before the civ will talk to you again. If you're substantially stronger than the civ you're offering an alliance, you should be able to both give them the tech and get the alliance in a single turn.
