Totems?

Playing 2 quick games last night as Oak. I noted that Oak had three buttons on the right side to place totems to summon other units.  But i could not figure out how to go about activating the buttons.

Is there something i have to buy? To i need to reach a specific level?

I skimmed the manual and the Basics post, but i don't see an answer there.  Can anyone explain this to me?

It's the very last (lowest) tab that only shows up for Generals. It has an icon of a star, and sells the summoning idols for those minions.
