[Bug] Bracelet of Rage

Just noticed that the item Bracelet of RAge has a few issues with it

1. It has no cool down

2. It's duration is infinite

3. It stacks with itself

Thus everytime I use it, my damage goes up by 300 permanently. I had my Regulus dealing 15k-17k per shot earlier, and I'm sure most people will agree this isn't right
