New user-Cheat codes help

Can anyone explain how to activate the cheats for Gal Civ 2,(not the expansion), in Windows Vista? I have opened the desktop icon, clicked "properties", and added Cheat to the end of the target string. It keeps telling me "the Traget file is not valid." "Make sure the path and file name are correct." Can anyone help here?

tried putting quotationmarks around the target string?
to it looks like "drive:\yada\yada\galciv2\file.exe -cheat"
