is there a way to start a game with no prebuilt ships? as in starting with 0 colony ship, 0 scout ships etc, etc.?

Create a game with an editor (for DL and DA there are some fan-made ones), where all races have a home planet, but no ships.

I don't know wether it is possible to do this ingame
