John McCain super-duper Viagra boost

I'm playing a game on the second from maximum difficulty level -- patched to v1.03, natch -- and without fail, on the third turn, McCain's stamina shoots from 6 to 15.  Suddenly, the guy is zipping all over the country, dropping 3 HQs a turn.  Uh, what gives?  I know Stardock's CEO has slightly conservative leanings, but this is a bit much. :)

We found out the cause of the bug (and how, surprisingly, it's not so much a bug as one might thing) and a fix should make it into the next patch.

Out of curiosity, how is it not so much a bug? What happened? Because if there's some way to add another nine stamina points, then I'll have what McCain's having. :)

It was a stamina banking 'bonus' that the AI was getting on higher difficulty levels, but the logic faltered on the highest levels. 

In 1.04, the bonus will still be in, but the effects gradiation is better preserved, meening you'll see the calmer, more deliberate McCain we've all come to love (?).
