Getting back to the game

After about 16 months playing LOTRO I'm trying to get back to Gal Civ. I bought the latest upgrade and tried to activate cheats to get familiar with the changes. Can't get them to work. Is this because of stupidity or does the old "pad the file name with cheat" no longer work?

Make sure your shortcut is pointing at the game's exe, not the launcher.

Yep. That was it and I actually found it myself.
HOWEVER Icant figure out 2 more things now
1) How the heck do I start a new topic on the forum. Can't seem to find it hence this post
2) How do I set espionage levels. Seems like there used to be a slider or something on the diplomacy screen for each race that would allow you to allocate money to learning about a particular race bit I can't find that now or anything equivalent. Just the spy builder but they don't seem to have an intelelgence option, just destruction/sabotage. Again, where is it hidden

Create Post - Look top right of page, in blue "create post"

Espionage - click the domestic button bottom of screen, click espionage tab, set spend level. Each turn spend will accumulate until an agent can be bought. Each subsequent agent is more expensive than the last. Place agent on target Planet. The more you place/have in place over time, the higher the Intelligence gathering level you get. Agents can be zapped by the AI using theirs to get yours. Always keep a few in reserve as counter-agents for when AI has a go at you. From what the Devs have said, looks like Espionage will be revamped in the impending V2 release.
