Unfair AI setting

Just a quick yes/no question here: Is "Unfair" difficulty rating actually unfair in that the AI gets extra resources/tech/speed/damage/ect. beyond the scope of the game at hand, or is it just saying that it's supposed to be so hard it only seems "unfair"?

It's aptly named "unfair" because it gets a resource income bonus that the easy/normal/hard AIs don't have.

Really, it mostly makes the beginning more difficult, as they can afford more ships and bounty wars where you're really struggling to ;) It's not very pronounced towards the end, since you usually have a good enough income to cover everything you need anyhow.

I've heard it gets *double* income of all 3 resources, but I don't know if that's true or not. It sure seems like it sometimes from the masses of ships it builds though.
