Okay i tryed somthing different
uninstalled wb and redownload it from the link i was sent when i brought it
now i installed and activated it but this time i tryed to apply skin without restarting computer and the skins loaded up and work fine.
BUT now check this out when i restarted the computer it went back doing the same thing not applying skins
and cool on this
