Unable to rate skins...

I've looking around the forums and FAQ's and I'm not able to find a solution. I'm not able to rate any skins, I keep getting a drop down message saying something to the tune of...you must be an apprentice or subscriber in order to rate a skin. My subscription is good until 2009. What is up with that. I feel like a dork because I know this has been brought up before but I can't find the post. Can any one help with a fix/suggestion. I'd like to be able to rate skins again as I used to in the past...
