Galactic Encyclopedia?

I've come back to GAlCiv after a while of not playing it. I think I recall downloading an enhanced encyclopedia and setting it up but I'm not sure that I still have it or how to get at the information...
I thought I could et at more information in-game with it.
Would the official update have messed it up?
The menue in windows when i put the CD in has Gal Encyclopedia as an option but the link does nothing.
Am I making this up?
