So I'm playing a DL game, and am engaged in a war with the Altarians, when the Arceans decide to attack me since I'm at war with one of their friends. Since I'm unable to fight this two-front war, I decide to make a quick peace with the Altarians by stealing one of their planets and then offering it back in exchange for a treaty. All works out, now I'm back to only one opponent, but a couple of turns later, the Altarians contact me and tell me that, since I've surrounded several of their planets with transports, they've decided to take preemptive action against me.

One problem: I don't have any transports left, I had to make one special for that last planet grab. They're going to war with me over weapons that don't even exist! (Actually, this is a good real-life example of the fable of the Wolf and the Lamb. Well, maybe not real-life, but something I'm able to connect with more than a story about a wolf and a lamb.)

Perhaps it is just one of those semi random remarks the AI can come with... it will declare war, but chose the wrong lines from its inventory.

Happens alot (for me anyways), and I personally stopped reading whatever the AI says, since it never makes much sense anyways... but in most cases the reasons for why it does it can be found by checking the spy data, or just observeing the overall state of the galaxy.

I guess they already used the 'weapons of mass destruction' line on the last race they conquered.

Yeah my favorite is when the war against me expands after I attack one other opponent then others pile on because of my agression but I'm the one getting hammer by seven or eight other races.

Sometimes you can try load the last autosave or previous autosave (personally I have set autosave every 2 turns). When you load the game again the AI might postpone or act different so you could keep peace with them.
You could call cheating.. but the AI cheats as well..

On my current game I sympathize Torians but sometime during their war with Drengin they surrender to them. I didnt like this so I loaded the last autosave after some 15-20 turns they surrendered again. I loaded autosave again now many more turns later and they didnt surrender. Maybe the extra technologies they got from me for free helped..

In Diplomacy circles on the Altarian planet, they were thinking of just saying "We hate your guts and are going to kill you now" - or even more appropriately "%$&k you!", but instead they thought it would be much more inflammatory and aggravating to accuse you of something you are obviously not doing - and then go to war with you over it! They wanted to make it as horrible for you as possible. It worked, didn't it! They then beheaded your envoys that came to explain that the war was all a mistake, put their heads on top of poles, declared them as spies, and publicly put them on broadcast for the galaxy to see what happens to horrible evil races like yours that plunder innocent good peoples of the galaxy like us.
