2nd dock does net startup automatically at windows startup

As user of the objectdock vs plus...and very happy with it.. I seem to have a problem starting up windows vista and seeing that the 2nd dock on the top of the screen (with tabs) does not start-up at windows start-up.The bottom dock does start.
I uninstalled all and re-installed...I tried to get it out of the start of windows by using the menu of objectdock and there let it start at windows vista start...etc.
Some times it works and both docks start...but mostly the top dock will not start-up.
I even with "startup pro cop" triggered the starting up with a relay of 50 seconds...but that is not working either. Changing the priority of the processor the position of the startup...more to the end or at the beginning of all starting programs...it does not change a thing...
So one starts(bottom dock)...the other not(top screen dock)...4 out of 5 times...
Then....I end the process and start again and both docks then starts right a way....
Anyone who can help me out.....it's so annoying
