Modding Mega Events/ Assigning Minor Races in Campaigns

Does anyone know how to modify the type and frequency of mega-events and/or how to assign planets to minor races in campaigns?

Mega events are hardcoded, you cannot change them...well not unless you know assembly, and even then your changes would be useless after the next patch.
