Go to Start->Run (Start Search on Vista) and type regedit and launch the app. Once open, navigate to the following two keys:

HKEY_LOCAL_MACHINE\SOFTWARE\Stardock\WindowBlinds\WB5.ini\INSTALLED
HKEY_CURRENT_USER\Software\Stardock\WindowBlinds\wb5.ini\Installed

The Path value should hold the same value at both of these locations and should be set to something like C:\Users\Public\Documents\Stardock\WindowBlinds

If you wanted to store your skins in a separate location, it's at these locations where you would set the directory. It is imperative that if you do change the directory where the skins are stored, to move all of the files from the previous location.

Both keys are the same and match the physical path to where the skin are stored. Any other suggestions?

I found the solution. When the installer moved the skins, to d:\My Documents\Stardock\WindowBlinds, it also moved the UI folder with the control panel interface skin with it. I moved the UI folder back to the C:\Program Files\Stardock\Object Desktop\WindowBlinds folder and it corrected the issue. I had unstalled and reinstalled it several times, so it was not a one time issue. It appears to be an issue when the user relocated their my documents folder to a location other than the default...

The UI folder should be with the skins.

It sounds like one of your registry keys is set incorrectly.

Is your shared folder on a different partition? You mentioned the installer moving everything to D:

I had the same problem when I first installed WB6 because I'd moved all my document folders to my F: drive. Moving the shared folder back to C: and re-installing WB worked.
