The recipient of a treaty gets a free bonus equal to 10% of the giver's income or research (depending on which treaty it is). These bonuses do not cost the giver anything, but they can only give the treaty to one other race. Once given, it can only be gotten back (to be given to someone else) if war breaks out between the two, or the recipient dies.
