wpctrl.exe - Description and Recommendation
Part of the EzTune group of products provided with Gateway Flatscreen (Widescreen) monitors. Pivot Software allows the monitor to be rotated 90-degrees to maximize paper size use for reading and working on publications. Pivot Display should not be necessary unless you need to rotate your panel for digital publication creation and editing (or simply for reading documents online in their native page width.
wpctrl.exe - Uninstall Techniques
May be disabled from TweakVista and left installed in case there is a need for it at a later date. May not be uninstalled as it appears to be integrated with EzTune Software that is the recommended drivers for the Gateway Monitors. However, it can be disabled through MsConfig (from the "Run" in DOS mode).

I don't have a Gateway.  Apparently I got EasyTune with my Gigabyte motherboard.  I tried going into Control Panel > Programs and Features > select EasyTune > Uninstall/Change > Modify, but there was nothing to modify.  The choices seemed to be either keep it or uninstall.  Wasn't sure why there was now a Pivot icon on the taskbar; hadn't been one previously.  Windows Task Manager (Start > Run > taskmgr.msc) > Applications tab > Pivot Software Control > right-click > Go to Process did lead to wpctrl.exe.  Choosing End Process at that point did remove the icon from the taskbar without immediately obvious negative effects.
