right-click popup menu to set wiget "Always on top" and lock the position

Hi,
I am using DesktopX 3.2 to buildup my widgets.
I don’t want to use the "standard preference", instead, I would like to do a right-click popup menu to set my widget "always on top" or at the "normal level".
And I would also have a choice to lock the position of the widget.
Is there a function I can call in my script to implement those?
I am trying to use "User32" lib, but it didn’t work.
