Where to get up to date information?

I bought GalCiv2 about a week ago and have been happily playing a few games. But now I start to see things that make little sense such as the fact that planets with a max population of 16 billion stop growing at 10 billion. This being with an approval rating of 80%+.
I have read a few forum posts, checked the manual and the wiki site. But where do I find detailed and up to date information on the GalCiv2: Dark Avatar, version 1.6? The wiki is out of date, the manual is obviously wrong (defence rolls start at 0 not 1) and the forums only answer specific questions.
Any help or links to up to date ressources would be much appreciated!
