Counter-espionage/asteroid construction

I have two questions.

One, does the bonus moral for espionage centers recieve the bonus for moral bonus tiles?
Because if I does I might switch to playing Kyrnn

Two, Is there anyway to speed up asteroid upgrades/construction?
As it stands I find even the second level at 10turns per asteroid cluster tedious.
Also do the asteroid industry points get bonuses from powerplants/manufacturing capital (i.e. percentage bonues).

For this first question: I don't know... my gut says no, because the CE center's morale bonus is ancillary to its' purpose, but I could be wrong.

Second question: No - there is no way to speed up construction on asteroids; the solution is to build a bunch of space miners so that you get most of your asteroid fields upgraded within 10-20 turns. And yes, asteroid production points ARE boosted by power plants/mfg capital/starbase bonuses (which is why, for balance reasons, it takes so long to build them!)
