Population Freeze

Search doesn't seem to be working and not sure if this goes under DA or Bugs...so:

Have no idea what the trigger was and figured it would go away, but my populations are locked. I think it might have happened when I put my economy into the red with a quick-buy but that's a pure guess. One population is stuck at 2.52/18 100% approval the other 18/18 70% approval and not sure how to troubleshoot the problem.

What is the planet quality of the one that is stuck at 2.52? Is it 4? Each size planet has a maximum population, and that's about the limit for a PQ planet in my experience. Tha GalCiv wiki site is ancient and rarely updated, but it does have a page related to planetary population that I believe is not completely out-of-date: wiki population page. Building farms that push food production above these levels will not change them; farms have no effect on this limit, so don't bother with them on anything less than a PQ 6 planet.

Im having the same problem. Population is stuck at 2.51 on quality 4 planets.

Also quality 1 or zero planets dont grow at all but are stuck 0.5.

Got it. I had forgotten this 'problem'. I had thought the population cap 2.5(18) was a planet indicator...now I see that it's a farm indicator. IS there an in game reference for this max value? Seems like the one thing missing if there is none. I will keep that page handy.

Also, you can't grow beyond your food limits, thats why you have no growth on the 18/18 world.

You can find a very approximate listing of the maximums on this page of the wiki. Note that the cap only applies to growth; so long as food capacity remains, you can fill the planets up manually with transports and those people will not die off.
