Planetary improvments not working?

Im in my first game and I just got toxic colonisation. But the problem is that once I colonized and started building planetary improvments, factories specifically, they have no effect as the industry output stays the same.

What am I missing here?

With the first colonization tech your planets have 50% production rate. Once you research the second "advanced" colonization tech, your planets produce at 100% rate.
