YUCK classic shutdown dialog is back?

Since IE7 or some other MS update, I can't get the shutdown dialog skinned anymore, I loathe the dropdown dialog... Is there a setting I need to reset, a simple fix I am missing? I don't use hibernate or standby, I just want my 3 button shutdown back.
