themes not working

I have version 3.5 (I only have windows ME)

so I am trying to download themes. I downloaded the theme vista, but when I clicked the "apply" button nothing happened. I mean the tool bar changed colors and stuff, but in the picture it shows some features on the desktop it self. like it is suppost to add some buttons, and time and date on the middle of the desktop, ect. this does not work
I also need a place to download some themes.

If it's the one I'm thinking of,I believe the time and date are widgets which have to be downloaded separately and you will need DesktopX installed to run them.
