Influence/defection working correctly?

I had 4 influence starbases (total influence over 350) exerting influence on this one planet that only generates 28 ip. The planet is not showing the red skull...this is way more than 4x the influence needed to get the defection chance, isn't it? Or are the starbase modules a +% thing, and if that is the case what is the base influence they are moddifying?

To make it clearer, say you have a planet generating 10ip....how many influence starbase modules would you need to get it to possibly defect?

There are a few things to consider...

Firstly, never underestimate the AI's ability to CHEAT! less important issues such as your base influence in that sector might simple be too little for the starbases to work with.

I assume you can see what improvements are in the planet? You would be very unlucky if they have the 're-education' project there!

Or it could be a minor race maybe? They can't be flipped.

AI doesn't cheat though, not in that kind of way - above Tough it gets bonuses, but that would just give it more influence points, not change the rules.

Ai dousnt cheat? yea sorry, im not quite used to this new concept of an AI that dousn't cheat! (i'm used to older style games).

It is not a minor race, and I can see the planet and there are no special buildings there. I guess it is just that I have too little influence in the sector right now...I guess I need even more influence starbases!

If anyone has other info on how this whole influence/defection thing works I would appreciate it. Thanks!

Next to where you check the IP of the planet is a number in brackets, that is your influence on the world. It should be above 4.00 to get them to rebel, if it isn't your going to have to put more pressure on. Also check the loyalty bonus for the race your trying to flip. It's in the stats/abilities tab of the foreign relations screen. If they have a high loyalty bonus from either anomolies or improvements, that will also make them harder to flip. There's a lot of little factors to consider when trying to flip planets. And after you do get then to rebel, there's a random roll every turn, for whether the planet will flip that turn or not. The planet could hold out quite a while, even after getting to the rebellion stage.
