When will DA come out? on the 17th or later? and will it be a series of betas or all at once, wich we'll have to pay to download?

The Official release of DA is not till February. It looks to be about a three month beta. So if you didn't preorder it'll be Feb.

Is there a way to confirm your pre-order, and can you wait to DL the beta for a few days after its released (I'm heading out of town)

Yes, if you preordered then the charge will be completed when the beta is made available.

Preordering is the only way to get the beta, so no, you won't get charged unless you preorder. But then you won't get the beta either.
