Neeed Help

Hi, i wanted to change my windows skin, so i went to https://www.wincustomize.com/ViewSkin.aspx?SkinID=3573&LibID=31 to download a new one. But i cant figure out how to install it. I dont think windowsblinds can but if it can please show me how. ty

That is a DesktopX theme. You will need DesktopX to use it.

each description box has a link to get any necessary software to use what's in the gallery
