Flavoring a Civ with critical choices

A friend showed me yesterday his game of Civilization 4, and one this stroke me that really missed in GalCiv2:

Civilization Flavor/Cultural choices. I mean, right now, there are 2 ways to orient your social development:

- Good or evil
- Democratic or Imperialistic.

It should be more developped. If your empire never develop democracy and keep an imperialistic organisation (like the Drengins/Klingons), they could develop some kind of "Star Feodalism" system. You could also begin to transform your citizens in cybernetic entities if you develop the line of cyborg technologies. All these social choices would have + and -. I think for example the social choices in Alpha Centauri, but something more developped...

For example: If you had "Star Feodalism" style of government for 2 years, a new tech on the feodalism tech line would appear, something along the lines of "Ruling Houses Council", where your empire would gather it's most powerful families. A bonus to loyalty everywhere. Etc...

But I really think they should not do Civ4 mistake where: Democracy, Environment, Freedom of Religion = ALL GOOD. If I pursue a despotic governement to the end, and have a LONG tradition of a Feodal Governement, then I should have the right to some bonuses in my empires, like unique techs, wonders, etc...

Also, we could put in some wonders that are "Civilization Capital-Only" (the Ruling Houses Council example, put above)

Maybe they all are evil, and so the elect the most evil of them to be thier leader. Remember, even pirates (for the most part) operated under charters taht allowed some measure of self governce, some even electing their captain.

Never the less, an interesting idea.

I wouldn't mind being able to be a Xenophobic Theocracy.

I never understood why so many games consider certain governments as 'better' and Democracy tends to be the catch-all end-all. Democracy came about with the Ancient Greeks, and in the modern day, it still doesn't seem to be a miracle worker.

Governments types fit specific situations, and should be designed as such, perhaps by having a 'base government' that brances, and then different branches. You could branch from Imperial to Fuedal to Theocratic Feudal or MErcantile Feudal? Or maybe have Representitive and Direct Democracies, or even Collective Consciousnesses?

If you don't want religeon to take control, and want to give large ammounts of power to your citizens as individuals, you go for Democracy, but quite a few non-democracies have been very successful at what they have wanted to do. Human rights is not always success.

I dunno, food for thought.

Alot of times though, befitting of my empire I'd like to stay an Empire, and be Feudal, etc, and get bonuses. Most of the time it's not worth it because I have high loyalty and Democracy gives me more bonuses. It's so much cooler to have an Evil Emperor than a President.

Exactly, an evil democracy simply requires that the majority of the electorate be evil. The desire to gain power is one evil trait, the masses of an evil civilization would easily set up a democracy to empower themselves.

I'd even turn it on it's head and say that good civilizations would have maybe more problems than an evil civilization in becoming democracies. Beacause the basic trait of the good civilization, is the desire to do the right thing, not necceserily the popular thing, this would lead quite easily to more or less ignoring democracy, would lead to something judged by the good leaders as evil happening.

Maybe there should be a pseudo democracy like we have here in the states... Foreign policy right now has nothing to do with democracy. GC2 is almost entirely a foreign policy game.

I'd love to see more choices in government, propaganda styles / strategies, terrorism, and a more developed trade system. (one that boosts your overall economy)

What would be really cool, is situations like :

if you played the dregin peacefully and your own citizens started a terrorist campain against a foreign power trying to drag you into slaughtering the enemy the way you should.

Or if you're a good society and decide to attack another goody to-shoe without enough propaganda, you get morale penalties and will lose the next election.

Theres so much that could be done here.
