More Military Starbase Questions & Ideas

First basic question: how does one actually get access to the Omega Cannon/Missile Bloom/etc. modules? I've researched the relevant techs out to III and IV, but I have yet to ever see them when I try to upgrade.


Idea: this is probably too drastic of a change (and may have been suggested before), but why not be able to design starbases just like ships? This would solve the problem of obsolescent military bases in the endgame phase, and it would also be cool to have more variation in starbase design. A related idea would be to delete the starbase tech branches and derive the starbase techs from the regular weapon and protection branches. (Basically this would make military starbase techs work just like the other starbase techs--after all, it's not like there's a separate branch for "Starbase Productivity" or anything like that.)

but starbases aren'T built like ships. You have to bring in constructors, and there isn't a good translation between the value of a constructor in "Military Build Point".

I mean, what will happen if you carry in only half the required constructor for the only strabase you designed? is the Starbase at 50% power?

well there kinda is

In that case the starbase would only be 50% complete and wouldn't function. Large starbases (and even large modules) might require multiple constructors before they're up and running.

True, but my point was that there isn't a separate tech branch that's required for you to build those modules. I'm imagining a situation where researching, say, Superior Deflectors opens up a Superior Deflectors module that you can put on a starbase instead of having to research Starbase Defenses/Fortification (can't remember which) to get more protection.
