Espionage--How?

Uh how does one spy on an enemy? Do you need to research certain tech or something?

In the foreign relations screen, there is a slider that says "Espionage". Move it to something other than zero.

Correct, there is no way to spy on minor races - or break alliances with them (at least no easy way to break alliances). If it gets annoying, I would suggest extorting the race into bankruptcy and then conquering them.

What about destabilization.
The rulebook says there's a destabilization slider in the same sentence that it talks about the espionage slider, but I can't find any way to destabilize my opponents.

Destabilisation was dropped from the game after the manual went to print (manuals have to go out well in advance of the game going gold).

Delete the design when you have finished with them instead of making them obsolete..
