Talked To Dread Lords

It also seems to work with races you havan't met yet

For some reason i could talk to the dread lords, when it comes up in galactic news that a minor civ has made peace with them you can press the little icon that comes up on the right side of the screen and talk to that civ in the news, it let me talk to the dread lords. There leader image is the same as there race logo.

I've not noticed that, but I have been able to contact races I haven't met yet using the same method. Are you using the Dreadlords in sandbox mode or just running the campaign?

I've spoken to the Dread Lords multiple times in the campaign. They make peace with the Dregnin and Yor, and then I'm able to speak with them. However, they don't seem too willing to make any deal with me.

That's probably because you're at war with them and they generally have an overwhelming military advantage.
