Locked taskbar? Annoying problem...

Object bar always acts as if the taskbar was locked. You know how when you lock the taskbar, you get that tiny extra line of taskbar added onto it? Well, everytime I load something, the window will place itself a little under the taskbar, leaving an empty space where the extra line of locked taskbar would be. It isn't the worst bug that could happen, but I do get extremely sick of having to resize every window, every time I open something, so that it will fit to the desktop right...Let me post a picture to try and explain what I mean a little better...


Is there anyway to fix this? I know that before my last format; OB loaded all my windows just fine...
