Milkshape is a fairly decent one. It is cheap ($20) and it is supported. It was one of those I used to start out with.

Edit: I don't think that it supports the X file format currently, but it does export to a number of formats and who is to say that it couldn't eventually have a format for use with GalCiv2

It does have DirectX exporters in the download section.

it has directx exporters included in the latest version, but i dont think the hardpoints transfer correctly.....at least from what ive seen from trial and error.
