Transparency problems with OD 1.3/WB 5.0

I've got two problems with ObjectDock and I'm seeking your help.
The first is the start menu - it forces the dock down, but I'd like the start menu to appear above the dock. This is how it functioned in OD 1.2, but not in 1.3 anymore, and I can't find an option to change it.

Another is that every time I switch users then return, my WindowBlinds skin takes over the dock - I'd like the dock to appear on top and that's how I have it set as. This also affects a lot of other elements of Windows.
