STARBASE: Surveillance upgrades... not working at highest levels?

Quite a number of times, I've done surveillance upgrades on my starbases. It looks like the first few may do something, but the later more expensive ones don't seem to increase the range that the fog of war is pushed back. Its like those starbase upgrades do nothing. I'm not sure if having The Eyes of the Universe is part of the problem or not. But for sure, the very last upgrade does nothing.

Sensor range is capped at 15. So if you have Eyes of the Universe, IIRC your starbases will already have 14 in sensor range without any modules or bonuses.

Yep, Eyes of the universe already give you the max sensor range, so the sensor upgrades won't do anything after that. However, they do work if you do not have the Eyes of the Universe.
