Class 28 planet with plenty of farms and 100% approval stagnating population

I have this class 28 planet, it has farms up to 30 billion people and approval has been at 100% for like 100 turns, but the population is stagnating at 2.5 billion. Every tile has something built on it, mostly industrial sectors and its producing in a frenzy. The stats and word on the street all say its a paradise, anyone know why the population is can be stagnating?

Also, I noticed my overall population actually fluctuates up and down. I took over some planets and made sure enough farms were built (the AI builds all cultural centers and moral boosters, what a joke), but still my population isnt rising. Approval is at 80% empire wide, any ideas? My government is the 3rd one from the top.

what was the population 100 turns ago?

once i had a colony that, rather late in the game, only had like 2.5 billion, but then i realized i'd colonized it with a nearly empty colony ship as a matter of convenience and intended to send over more population latter, but forgotten.

and, you know, this one time, at band camp....

That is weird. Did you have an ethical event when you colonized it that had a population penalty?

If nothing else, you can ship people there with troop transports or colony ships. I do that to get Mars up to 5 billion all the time.

Find a planet with a decent population, or expendable one - build a colony ship and ferry over a bunch.. might kick start it

Ive noticed the same ever since before i installed any patches, almost always happens on the class 4 planet you get in your starting solarsystem..
Like.. Maby it grows to 2 billion, then it just stops, even tough there is food for 5 with the colony being there and all, and then way late in the game it might be at 3 billion, really wierd stuff.

Beyond the food based population limit, there is also a PQ based population limit. So even though your size 4 planet is producing food for 5B people, it can only fit just over 2B.

Well at least the class 28 is good for production, Im making a transport every turn and destroying it for an easy 25 bucks

Why are you building a ship and destroying it for money? I think you would be better of setting production to "nothing" if you just want money. Building a ship and just destroying it is wasteful.

Plus, you're killing the colonists on the transport when you destroy it.
