Trade Technology

I must be blind or stupid....

In the campaign is trading disabled or am I just really blind and cant find the technology to enable it?

Well then why in Mission 4 does it tell you that Trade is critical to succeeding in the mission? I thought I was crazy because I couldn't find the Trade technology.
