Constructor ship speed limited by MINIMUM speed set by United Planets

The United Planets voted that the MINIMUM speed of constructors should be 5 - since then all my constuctors have been limited to a MAXIMUM speed of 8. In fact on first launch they have a moves left of 64/8. They move 64 the first turn then crawl at 8 each turn following. If I leave the United Planets then speeds return to normal next turn.

Yep, known problem. One of the solution (mine) is to comment out that particular buggy UP resolution.
