I just wanted to know if having your political pary Technologists (+20 research) and having in abilities +20 research stacks.

No, they do not stack.
Staking in most games means Base * value1 * value2
20% would be 1.2. Since Base * 1.2 is a 20% increase in base.
(i hope you understand this, its basic math)
The way it works is that its Base * (value1 + value2)
So yes both %s/values are applied but there added together first.

Thats called stacking, when you have 2 values that add together, not multiply. In other words he would have an addition 40%. Relax a bit.
