No "Place" Option for Extra (NonFunctional) Design Elements

There is no "Place" option for nonfunctional design elements like there is for functional ones.

I assumed there was another way to make them stick - left clicking, right clicking, double clicking, clicking on the ship, double clickng on the ship, etc. but they all come "loose." Is this working as intended or something I am missing?

Thanks for the answers, and the horrifying "what if" picture. I was rotating the ship with the mouse buttons but I found the button to toggle hardpoints and now I get it, although the placement on the hard points has to be rather exact which is why my prior clicking on the ship generically was not cutting it.
