Do armed starbases count in Military Power rating?

I was wondering if starbases with an attack power of at least one count as an armed starship in calculating an empire's military stregnth. I'm just wondering if there are ways to make other empires respect you without having to spend lots in per-turn fees for warship maintenance, besides that building that makes ships in orbit look more powerful to other empires. There's a lot of other buildings I'd rather have occupying that valuable real-estate on my planet, and ships that stay in orbit just to look impressive aren't much help when I'm trying to carry out an invasion.

Not as far as I know. They really shouldn't though, if they do. I think I read people complaining about being rated weak when they have really high power starbases, but starbases can't actually attack, so why would they count?

The AI does consider starbases as 'ships' however. Just try buying a starbase when you have troopships in low orbit.

In my games they seem to count. I was fooling around with cheats to see how powerful the military starbases could be with 100% tech, and it seemed to cow the AIs.... Had the most powerful military just with starbases...
