VS Custom Characters

I'll try to say it the best as I possibly can...
Say I change the racial bonuses of say... the Iconian race. When I play a game NOT as the Iconians, will I be playing against the custom qualities? This also includes the party, if I put Technologist for the Iconians, will I be playing against Iconians with Technologists or not? Thanks.

Well I played the Yor once and renamed them the Charmed Ones, used a custom portrait, changed stuff all around
next game they were referred to as that but I was talking to N-1 on the diplo screen not Paige...

anyways if you want a total facelift everytime there's always modding (replacing it permanently - or until you change it back )
